Drafted to the rules of a trouser — waistband, dart, pressed front line — and then stopped above the knee. Wool is the correct cloth because it takes a crease and holds it through a full day, and that single property is what separates a tailored short from a casual one.
The distinction is not academic. Tailoring is a set of techniques developed to impose and maintain a line on a moving body, and applying them to a short is a decision about seriousness rather than about season. The reference material holds this repeatedly: sport clothing cut to tailoring standards, uniform cut to formal standards, garments made for heat that concede nothing in structure. The waistband sits at the natural waist and the leg falls straight rather than tapering, so the piece reads as trouser from the hip down and only declares itself as a short at the hem.
